Victor Negrescu has been the European Affairs Minister from Romania in 2017 and 2018, in charge of the preparation of the EU Council Presidency. He was also a Member of the European Parliament between 2014 to 2017, acting in the Budgets, Legal Affairs and ITRE Committees. He was also a board member of EU40 and founder of S&D40. Victor Negrescu is currently the Vice-Rector of the National University of Political Studies and Public Administration (www.snspa.ro/en), the biggest school of governance in Romania, and heads the Romanian branch of the European Movement International.
PhD doctor in European affairs and international relations, with a thesis on the “European Development Cooperation Policies: between public policies and international public relations” of the same university, he spent one year of his doctoral program at the European College of Brugges, Victor Negrescu is also a graduate of an MA program on European and international affairs at the Pierre Mendes France University / IEP Grenoble. With an executive MBA of the Bucharest University of Economic Studies and CNAM Paris, Victor Negrescu had several successful entrepreneurial initiatives in the digital, innovative and social fields.
